The 15-year-old Dubbo College South student was one of four entrants in this year's competition, with the winner announced at 11.30am on Saturday.
The year 10 student said she was up against some tough competition.
"It was a surprise, there were a lot of great girls," Miss Shields said.
Miss Shields said she was extremely excited to have won, and grateful for the "opportunity to get out into the community".
She is now looking forward to being involved in the show society, "meeting new people and putting a younger perspective into the show society", she said.
